New matchmaking method

Pilots! An important PvP matchmaking system update has been uploaded to our servers. 

The game now has three matchmaking queues depending on the ranks of ships placed into your slots: 

• 1st queue for ships of ranks 1-10 
• 2nd queue for ships of ranks 7-12 
• 3rd queue for ships of ranks 11-17
